The image emphasizes the interaction between two countries resolving an issue of water. It does not highlight the Ross Dam which prompted the dialogue and eventually led to the High Ross Treaty. SEEC’s focus is on the healthy use, research, education on and conservation of the Upper Skagit Watershed.
